In https://layers.openembedded.org/layerindex/layerupdate/9453785/ we see
"bb.parse.ParseError: ParseError at /opt/workdir/git___git_yoctoproject_org_meta-arm/meta-arm/conf/layer.conf:21: unparsed line: 'addpylib ${LAYERDIR}/lib oeqa'
"

In a shell session on the server, /opt/workdir/git___git_yoctoproject_org_meta-arm is checked out as "mickledore"!

After manually (in the same shell session) checking out "kirkstone" branch of meta-arm and manually triggering an update for meta-ti-bsp, the update correctly succeeds.
