We should not use MULTILIB_PACKAGE_INSTALL and PACKAGE_INSTALL to differenciate the packagse between normal and multilib. PACKAGE_INSTALL should be the only variable that feeds the installation.

If we need to differenciate the packages, we need specific code to achieve that.
