Per our wireframe we'd like Yocto Compatible submissions to route through bugzilla. Details are as follows:

1. When someone submits a Yocto Compatible Layer Registration Form (https://www.yoctoproject.org/compatible-registration/) a bug should be created in this bugzilla product / component Yocto Project Compatible --> yocto-project-compatible-requests
2. We should still have the option of having the form submit to an additional email e.g. the current mailing list
3. The contents of the form should be populated into the Description field of the issue
4. The bug should be automatically assigned to bsternthal@linuxfoundation.org

Per discussion with Richard, let's have the form CC both him and ben in addition to cc'ing the mailing list.
