After upgrading from Yocto 5.0.4 (Scarthgap) to 5.1.1 (Styhead), we get the following error while trying to install the eSDK in our custom distro:

ERROR: Task gcc-source-14.2.0.do_fetch attempted to execute unexpectedly

I am able to reproduce the problem with vanilla poky with these steps:

git clone -b styhead https://git.yoctoproject.org/poky
cd poky

. ./oe-init-build-env

edit conf/local.conf and set the following:
MACHINE = "genericx86-64"

edit ../meta/recipes-core/images/core-image-base.bb and add the following line above "inherit core-image"
IMAGE_FSTYPES = "tar"

bitbake -c populate_sdk_ext core-image-base

./tmp/deploy/sdk/poky-glibc-x86_64-core-image-base-core2-64-genericx86-64-toolchain-ext-5.1.1.sh

But I do have a workaround (probably not the correct solution):

edit ../meta/recipes-core/images/core-image-base.bb and append the following line:
do_image_complete[vardeps] += "BBLAYERS"

bitbake -c populate_sdk_ext core-image-base

./tmp/deploy/sdk/poky-glibc-x86_64-core-image-base-core2-64-genericx86-64-toolchain-ext-5.1.1.sh

And now it installs successfully.  This workaround also works for our custom distro.

Our custom distro uses a custom image class to create our firmware in a special format.  When I noticed that vanilla poky core-image-base worked with the default "wic" image type but not with the "tar" image type, I narrowed down the differences between the two until I came up with the workaround.  This comes from image_types_wic.bbclass::WICVARS containing BBLAYERS and do_rootfs_wicenv[vardeps] += "${WICVARS}".  I don't know why that makes it work.
