Currently changing Yocto Project Compatible version for a layer requires editing the layer in the admin scaffolding. This is inconvenient UI and requires giving admin permissions to users who only need to access to edit layers.

We should add a selector for this on the main layer editing pages like https://layers.openembedded.org/layerindex/branch/master/edit/{layer}/.

The compatible version dropdown should only display to users with staff access.
