INHIBIT_PACKAGE_STRIP_FILES used by packaging is lacking
a default value and is entirely undocumented

> bitbake-getvar INHIBIT_PACKAGE_STRIP_FILES

returns

> The variable 'INHIBIT_PACKAGE_STRIP_FILES' is not defined

The code in packaging code is doing a "(d.getVar("INHIBIT_PACKAGE_STRIP_FILES") or "").split()" only,
so having a documented and defined empty value will not impact functionality

As per several other bugs opened of this type, we are not adding default values for the sake of it.

I do agree we should document variables where possible.
