Seems top reproduce every time on both ubuntu2004-vk-arm1 and ubuntu2004-vk-arm2. Looks like the boot under qemu is correct but the test is not happy as it is not using KVM.

Mikko looked into this and it's the kernel version on ubu arm 20.04.

These workers will be removed from the customer soon, right Michael ?

Ubuntu 20.04 is fully EOL and all workers were removed from the autobuilder pool a few months ago.
