My initial thoughts on this one are that it's probably a similar issue to #15891, but so far it seems even less reproducible (I can't trigger it locally with taskset). I don't see anything obvious upstream in the changelog. Will spend a bit more time trying to reproduce, then start digging around for breadcrumbs.
