With the change to SPDX License exceptions, many licenses have changed from a custom GPL-*-with-exception to "GPL-* WITH exception". However, this has raised the question if the GPL-*-with-exception was being misinterpreted by recipe authors as meaning "GPL-* WITH exception AND GPL-*".

An audit of recipes that have a GPL license with an exception should be done to verify if they need to have an "AND GPL-*" added to them
