When building texinfo, it needs invoke a run-time generated binary - makedoc, which is consistent with the target OS we are building. It will report "cannot execute binary file" when building within yocto. texinfo is primarily used as a native application, I can see that when it's building the makedoc is build for the target and then used natively, this is clearly incorrect, texinfo has a dependency on texinfo-native and may need to be modified further to find that makedoc native binary
