Step 1: Users are asked to specify which layers(directories) should be included.
- TP1: Hob would check for the validity of the file conf/layer.conf to make sure the user input is a valid layer.

After discussion with Dongxiao, we will implement some tests to check the
correctness of functions in command.py.
So the Test Plan Design is ready.

I tested Dongxiao's hob2-v0.5 branch, the feature could work well.

This bug is solved by hob patches in master tree.
