an example:
in meta/packages/linux-libc-headers.inc, there is the line
    RRECOMMENDS_${PN}-dbg = "${PN}-dev (= ${EXTENDPV})"
after
    $ bitbake linux-libc-headers

EXPECTED:
    $ dpkg-deb -f tmp/deploy/ipk/<arch>/linux-libc-headers-dbg*ipk | grep Recommends
    ==>  Recommends: linux-libc-headers-dev (= 2.6.34-r0)

CURRENT:
    $ dpkg-deb -f tmp/deploy/ipk/<arch>/linux-libc-headers-dbg*ipk | grep Recommends
    ==>  Recommends: linux-libc-headers-dev
