Can you share what MACHINE you're building for and what settings you have in your local.conf? Also, are you sharing sstate between master and edison builds? I hope this isn't a problem but let's rule it out in case...
I'm able to build core-image-basic for qemux86 with INCOMPATIBLE_LICENSE = "GPLv3"
Scratch that, I've just reproduced this issue with qemux86, core-image-basic and the edison branch of the poky repository.
The GPLv2 ed 0.5 in master has several changes that do not exist in Edison, including: http://git.yoctoproject.org/cgit/cgit.cgi/poky/commit/?id=08b7b9368c7aa01f7639412e17ce1f5a5eb4b780 I've cherry-picked them to a branch of edison and am testing the no GPLv3 build now.
I can confirm that the ed changes resolve the reported issue - I can build a core-image-basic with GPLv3 disabled using the changes in: http://git.yoctoproject.org/cgit/cgit.cgi/poky-contrib/log/?h=josh/edison
Edison now has the commits to address this issue: http://git.yoctoproject.org/cgit.cgi/poky/commit/?h=edison&id=686345f1d022c6a539538b4a78952f20836118ff (and the two patches before it)
