With 1.2 M3, if we run "bitbake-preserv-tool import" to import a .inc file without setting PRSERV_HOST and PRSERV_PORT in local.conf, bitbake will report error and never return a value.
Error as below:

Verify the bug as fixed in 1.2 M4 testing with following commit:
