In updating the ncurses recipe I discovered that the automatic package generation which works for libraries located in libdir does not happen for ones located in base_libdir. This bug is to add support for base_libdir in do_split_packages if possible.

Sorry, this was based on a wrong understanding of how do_split_packages is used - it can be used in individual recipes.
