Is this failing only with eglibc?

It was not specific to eglibc. I think there is a commit done by Kevin in the master to fix this.

yes, I think it has been fixed. Sorry that I don't know there's a bug reported before:

    gdb: disable installation of bfd/iberty/opcodes

    Those are assumed to be provided by binutils, so we disable installation
    here. Without doing so, a broken libbfd.la from gdb is installed to sysroot
    which overrides binutils version and then hurt other packages such as
    oprofile

    also fix --with-readline to --with-system-readline
