An previous commit http://git.yoctoproject.org/cgit/cgit.cgi/poky/commit/?id=fbdbe8d1ec6ca269c5121a45d4684449664b6d5d breaks the function of toolchain_create_sdk_siteconfig, so the eglibc siteconfig file is not populated into the meta-toolchain.

Verified in 1.2 master with the latest commit c936fca6e163bc19bc08cbd0036b31ca6f6c3ed6.
