We recently found that the -crosssdk recipes (i.e. binutils-crosssdk, gcc-xxx-crosssdk) had different do_configure task hash values if we change the MACHINE setting local.conf. This would result the unnecessary rebuild of all -crosssdk and corresponding -nativesdk recipes. 

The reason is that different MACHINE settings has different TUNE_PKGARCH values. We might need to set TUNE_PKGARCH to SDK_ARCH in crosssdk.class.

Verified in master with the latest commit c936fca6e163bc19bc08cbd0036b31ca6f6c3ed6.
