With 1.2 M4, if we choose an image, for example core-image-basic, in Hob, and build image with openssh-sshd deselected in package list. The image could be built out successfully without openssh-sshd. But if we save it as template, we could find that openssh-sshd is still in template file, which cause unexpected package list if we load the template.

I tested with master commit 720fe9e371eef16da19df0885188aa0341ad2090, the bug is fixed.
