The flac recipe has:

EXTRA_OECONF_prepend_e500mc = "--disable-altivec "
EXTRA_OECONF_prepend_e5500 = "--disable-altivec "
EXTRA_OECONF_prepend_e5500-64b = "--disable-altivec "
EXTRA_OECONF_prepend_mpc8315e-rdb = "--disable-altivec "

We need to add an altivec feature to TUNE_FEATURES where its supported, then on powerpc, add --disable-altivec if the altivec tune feature is not there. The current set of overrides is inappropriate.
