In the development manual at the stage 4.2.2.1.4.2. Installing the Plug-in Using the Latest Source Code mentioned that script build.sh should be invoked. If eclipse lacks PDE plugin it will fail. By default eclipse do not equipped with pde plugin - I believe it should be mentioned at the Configuring the Eclipse IDE stage

I think we're not lacking PDE plugin but instead the steps a little messed up, it should be step 1: git clone the repository step 2: git checkout the desired branch step 3: cd under the checkout code .e.g eclipse-poky/scripts step 4: ./setup.sh -- this will setup your local build environment including download all the depended plugins including PDE after this step is done do it'll prompt you to how to run the build.sh by leading with export ECLIPSE_HOME=...
I have updated the section that provides the steps for installing the plug-in from the source code. The section needs approval from someone and then I can mark the bug RESOLVED.
