When I build an core-image-basic for qemuarm (for example), I get the following error:

ERROR: Function failed: Fetcher failure for URL: 'file://pam.d/*'. Unable to fetch URL from any source.

This was fixed already with change Richard made for the FILESDIR settings, I think you caught one bad build on master
