Is this still and issue?  It's possible you found an issue with SMART when it was first integrated, there have been addition changes, can you still reproduce this?

The reproducer for this as I understand it is "bitbake core-image-lsb" *but* enable dev-pkgs in IMAGE_FEATURES.

This looks like dependency issues from rpmdeps we need to resolve. I know Paul is looking in this area...

  I don't know if this matters but I have this line in the local.conf

EXTRA_IMAGE_FEATURES += "tools-testapps"

This is nothing to do with smart, in fact we already have bug 3474 filed for this specific issue.
