VA_FEATURES method for specifying the accelerated components of a BSP is being replaced by the specifying MACHINE_HWCODECS & XSERVER_CODECS in the BSP config.
 This change is already implemented for the crownbay, fri2 & sys940x BSPs. Similar change is also needed for sugarbay, chiefriver & NUC BSPs.

Commits went in the oecore & meta-intel layers to implement this.

Verified.
gst-va-intel and va-intel are added to Sugarbay, Chiefriever and NUC.
