I'm hacking on a class so have a python populate_packages_prepend() function in the class.  If I make a change and re-run bitbake, it doesn't notice that the python function changed and so doesn't re-run the task.

If I do bitbake -c package -f, it correctly runs the new code.

I *think* this was due to funky inherit statements, closing for now.
