This is the same issue as bug https://bugzilla.yoctoproject.org/show_bug.cgi?id=3338, but on 1.3.1

STEPS TO REPRODUCE:
1. Download any sysroot from the above link(e.g. the i585 toolchain)
2. Install it (e.g.: /home/user/sdk)
3. Source the enviornment
4. Download and extract iptables archive: http://netfilter.org/projects/iptables/files/
5. In iptables folder run the following command: 
   $ autoreconf -fi

EXPECTED RESULTS
5. Autoreconf finnished, and the user can configure and build the project

ACTUAL RESULTS:

If you look at this bug which was on master, it seems that 2 days ago was fixed, but not verified by QA: https://bugzilla.yoctoproject.org/show_bug.cgi?id=3338
QA is focusing this week on 1.3.1 testing but we expect to verifying it soon.
I believe it is the same issue, but fixed only on 1.4.
Can the patch for 1.4 can be applied on 1.3.1 also?
