With PACKAGE_CLASSES = "package_deb", this is what I get on a recent master (3c5f4d54d01887a117bf659fc9af6b2b892c2b08):

I suspect given the commit that is being pointed at, you need to do this on qemuarm. A build failure log would be helpful for reporting issues like this...

Indeed, it is reproducible for MACHINE=qemuarm.
