This is an issue that needs to be taken up with the Linaro developers and maintainer of the external toolchain, its not something the Yocto Project is responsible for. Please report it using whatever mechanism they use for tracking bugs.
Few notes: 1. Using Linaro toolchain older then 1-2 months is asking for problems. You will have to check newest one anyway. 2. report bugs in Linaro bugtracker: https://bugs.launchpad.net/linaro-toolchain-binaries 3. nfs-utils 1.2.7 built fine with 2013.03 cross from Linaro.
