gcc 4.8 has been released, we should target to use it in 1.5

Khem already put gcc 4.8 on master.

Not really enabled yet!  We have the recipes, but it's not default, this will come when I throw the PREFERRED_VERSION switch

Khem did the heavy lifting of getting the recipe all put in place, I just 
enabled to switch!
