It took me sometime to figure why preinst were not being run by avahi-daemon and it seems it was because it has not being explicitly installed. System has included it late due locale package and in this case it was not run.
So this behaviour is definitely a bug; however is it legitimate to bring in avahi as a dependency for locale installation? How is that getting brought in, can you tell?
I think both behaviours are buggy: * locale packages shouldn't depends on PN packages * Packages included during locale install ought to have postinst respected.
Which package backend are you using?

FYI, locale package dependencies on the main package have already been removed in master: http://git.yoctoproject.org/cgit/cgit.cgi/poky/commit/?id=b71a16e8ac18b5633ac3a52c60ad78dde37ede7b With this patch reverted on top of master, I can't reproduce the issue. I'll try with danny.
I've reproduced this with danny; the following commit is the one that fixed it in master: http://git.yoctoproject.org/cgit/cgit.cgi/poky/commit/?id=f931aeb72e4bcc2c8138d9f1b55b1aea86e13b67 This applies cleanly on top of danny and I've verified it fixes the issue.
