Mark this as HIGH (P1) for the 1.5 release

This should be marked as Intel and Wind River only.

Create a single BSP which can boot on all or almost all Intel platforms

I'm not sure. This is a private bug for wrs requirements for their distro. It very well may be covered by the requirements of the other bug
