as a user, I should be able to start a webhob-monitored build through a setting in local.conf:

WEBHOB_ENABLE_TRACKING = true|false

This should only create records of the build run, and not automatically start the web interface.

Since we are no longer focusing on running Toaster locally, this is probably obsolete.
