If you bitbake util-linux-native and then bitbake shadow-native you'll find you get the following warning:

WARNING: The recipe shadow-native is trying to install files into a shared area when those files already exist. Those files and their manifest location are:
   /path/to/tmp/sysroots/i686-linux/bin/login
   Matched in manifest-i686-util-linux-native
Please verify which package should provide the above files.

I tried to reproduce this in master and dora, but could not, was a fix put in 
for this already?

Unfortunately not. I dug a little further, and it seems that this issue only occurs if PAM headers are installed on the development host (util-linux's configure will check for them and disable building its version of login if they aren't present).

There is a patch on the list from Lu Chong that address this issue.
