Almost finish reconstruction. Have following differences compare with comment #1. If no problem, I can mark this bug to FIX. 

1. Where to put the Runtime distribution bugs, like installation or booting. I just move Runtime Distribution under "Yocto Projects"
2. Bugzilla forbid to create 2 same names products. So there is only 1 "security" product created in "Poky" classification. Can't create 2nd "security" product in "Yocto Metadata Layer".
3. Poky->SDK has following changing:
-- Poky
--  - SDK 
--    -  tools
--    -  general

++ Yocto Projects 
++  - SDK tools
++    -  general
++ Poky 
++  - ADT
++    -  general

4. Still leave a "PRD" component under Poky -> Documentation.
5. "Image Creator" was moved from "Yocto Projects" to "Poky -> Build System"

I also enabled a new functions: fake users. I add a fake user for each product and Classification. Developer/tester can watch any fake user to get related products bugs updates. 

I have manually add following fake user in Saul's watch list. 
yp.watcher@fake.user -- All Yocto Project products.
poky.watcher@fake.user  -- All Poky products.
meta.watcher@fake.user  -- All Yocto Meta Layers products.
Infras.watcher@fake.user  -- All infrastructure products.

It means Saul will default receive all new bugs and all bugs update. :) Saul, you can change it, if you don't want to get full products bug information.

Since Ke also watch Saul's bugs, Ke will also receive all bugs update.
