Fail occured at core-image-minimal build with IMAGE_FEATURES_append = " read-only-rootfs".

The build fails with:
ERROR: The following packages could not be configuredoffline and rootfs is read-only: ['100-initscripts']
ERROR: Function failed: do_rootfs
