STATUS: FAILED
BUILD: 1.4.3_RC4:c397b69e681d5f1ffe0a0bfd9d43ee880fc27553
ENVIRONMENT: Ubuntu 13.10 x86_64
STEPS TO REPRODUCE: 1. launch hob
2. click "icon" for "Layers", try to remove "meta-hob"


EXPECTED OUTCOME: 
  
 "meta-hob" layer can not be removed

Actual outcome:

 All layers can be removed from the list by simply dragging them off

This is fixed in master. I will check if the patch apply on 1.4, too
