some package requires the timestamp is the same as it's built. For example llvm and clang compiler.
And in 1.5.3, when populate the ext filesystem, the timestamp is updated.
Please keep the time stamp in the rootfs file.

So, if I am understanding correctly, you want the files installed on the roofs 
using the same timestamp, since we use package managers to install the rootfs, 
it will install them that way.  What's the real issue you are trying to resolve 
on the target system?  This is likely not going to be a fixable situation, so I 
want to understand what the real issue is..

The target milestone should be 1.5.3.
