There are some postinstall scripts which run at first boot time but not on subsequent boots. Ideally we should find ways to have this work happen at build time.
The boot time has been reduced significantly in the interveaning time/releases such as the useradd code. There is more work to be done in moving postinstalls to rootfs creation time and to optimise the things we dorun on device but individual bugs will be filed for these.
