Generally we don't want patches in bugzilla, they should be sent to the relevant mailing list.

However the attachment UI in view_bug says "proposed patch".  We should remove the mention of attaching patches, and add a little notice to the add attachment page that patches should be sent to the relevant mailing list.

Changed to "Add an attachment (logfile, testcase, etc. Please submit patches to the mailing lists.)" and "Please do not submit patches via this form. Send them to the appropriate mailing list." I can't remove the patch radio button however.
