Steps to reproduce:

1. With Toaster running in interactive mode, do a clean build (empty tmp and empty sstate-cache directories) of busybox

2. Once that's done, build core-image-minimal

Outcome: the core-image-minimal build dashboard will show 20 packages included. If you click on the package number, the table of packages included shows 20 packages, but the information in the 'packages included' tab says 28 packages. 28, not 20, is the correct number of packages installed in the core-image-minimal image.

Expected outcome: that table should be showing 28 packages, not just 20. 

What's interesting is that, if you rerun a second build of core-image-minimal, you get then the correct list of 28 packages.
