package_deb builds need to be run in Debian-based and non Debian-based hosts.

In order to avoid environment issues with Debian-based hosts and for compare the two outputs.

I reviewed the nigthly-deb.conf and this change will be set at level of builders varaible.

I mean this no require change in autobuilder repo, right?

I think there needs to be a few things here. I'm sure I can figure something exceedingly clever here, but the path of least resistance is 2 additional buildsets.

nightly-deb-non-deb
nightly-rpm-non-rpm

And have those set to the non-deb/non-rpm builders.

It's imperfect, but gets the job done for now.
