These are fixed now.  I swapped out all the "current" XSL templates to use the "1.76.1" versions.  This is what was needed for the mainstream doc manual builds a while back.  It escaped me for the Eclipse stuff.  

Also - it seems that occasionally the sourceforge site doesn't always serve up templates.  I think this is their issue because it seems to be intermittant.  I think we should consider shipping the XSL folder with the 1.76.1 templates in them as part of the documentation folder in poky.
