When Toaster has no layer information, it gives you two suggestions:

1. Import a layer
2. Create a layer source

The second option is a link to the Toaster manual that explains how to create a layer source. Users, however, expect it to bring them to some place where they can actually set up one of these layer source thingies. 

The copy should be improved to set the correct expectations.

UI has changed sufficiently that this is no longer relevant.
