Steps:
1. Download the aarch64 toolchain sdk for i686 from above link and install it.
2. Setup environment:
   $ . /opt/poky/1.8+snapshot/environment-setup-aarch64-poky-linux
3. Build iptables 1.4.21:
   $ cd iptables-1.4.21/
   $ ./autogen.sh
   $ ./configure ${CONFIGURE_FLAGS}
   $ make

This issue happens on Fedora 22 i686 and debian 8 i686, but doesn't happen on x86_64 hosts.
