Appears on last commit c80b582212336044c55052ad0d39f9da06d71438 fedora 22 and ubuntu 15.04

Steps to reproduce:

1. Create a new local project
2. Go to Recipes

We are supposed to see a message when you get an empty recipes page, not just a heading with a zero next to it. (Belen words)

The content of the message is shown in the first image of the attached pdf. The page heading has since changed (from 'Targets' to 'Recipes').
