Add eglibc-binary-*, eglibc-charmps-*, eglibc-gconv-*, eglibc-localedata-* to task-poky-lsb.bb.

Owing to there are thousands of packages related to locale, So we can add four variables to instead of above packages.

I think the patch you write below can resolve this bug, but it seems you havn't sent it out yet, do you have a plan to send it out recently?

I have pushed it to branch poky-contribute, Saul could merge it to poky in yocto 1.1

locale have been merged. It can pass lsb test by test verification
