qemu boot log with associated kernel panic

Running the same testimage generated from a jethro build, I see a kernel panic (file attached) on the order of .18%-.5% of the time depending on the run/host load.

built qemu x86 image on an x86-64 machine.

Same panic trace into #8061 so same issue.

Verified with the duplicate bug: not reproducible for more than a month.
