This is related to a lot of the work coming in around patchwork. We need an semi-automated way to take a look at the branches coming in via patchwork and to do some basic smoke testing (subset of builds perhaps?)

I'm open to discussion as to this being an automated task (checks the queue once every few hours, if something is new, waits 30 minutes, checks again to see if anything new has happened, if not, builds) or is a Force Build. I see benefits in both here.
