Currently, COPY_LIC_DIRS would copy the entire file referred to by LIC_FILES_CHKSUM. The file can be a C header or source file so copying the entire file would be a waste of space. For example, e2fsprogs.inc has serveral C header and source files referred to by LIC_FILES_CHKSUM.

A better way would be to copy only the range of lines referred to by beginline and endline in the URL. License files should only contain license text and not source code.
