Currently, when an instance of the AB is upgraded, buildsets need to be manually updated as well.

The goals of this enhancement:
- Have a way to automatically upgrade "production" buildsets against changed buildsets upstream.

- Have a way of synchronizing buildset configuration between two AN configuration sets

- Eventually, maybe also sync up other information such as controller or worker config

So, the main reason I created this bug is to track the script I'm writing to configure the GDC Autobuilder instance through a script. But I think the script could ultimately be used by other AB instances as well...
